Public Golf Courses

Following on from the best public course post. What are people's definitions of a public course?

Are they ones that you can pay a green fee to play on? Then surely 99% of the courses in the country could be deemed 'public' courses?

public are the ones run by the local council and parks department.
Muni or municipal courses are fine and chaeap to play, I am a member at the Kirklees Bradley Park.
Others are private and allow non members to play.

As far as I am concerned, Everywhere is public, except places like Loch Lomond

I think the term public can be misleading but is applied generally to municipal courses.
There are proprietory courses such as the one I am a member of where you can pay and play, these are purely businesses with a 'golf club' attached and any income is normally welcome.
Finally there are private members clubs where the membership own the club and it is the membership that decides visitors policy via their committee.

And very very private member clubs can only be played with a member.
