The answer is +4.
More importantly and this MAY create some discussion:
If a +3 handicapper is playing in a 4BBB with 3/4 handicap he would receive 4 shots and NOT 2 as would be expected.

He wont 'get' any shots , its the amount he has to give the course thats the issue.
You have to make it harder for him just like taking shots off a normal player ie. playing off 12 and taking 3/4 off him leaves him with 9
A plus golfer has to have a penalty for playing off 3/4 so it has to make him give a shot back to the course ie. playing off +3 he then has to play off +4

The +0.5 is scratch and +0.6 is +1. I got down to +2.5 but I was off plus 2, needed another 0.1 to get to +3.

+1.5 should play as +1 playing handicap, i.e. the higher handicap. Some club secretaries are numerically stupid but we already knew that.
