Playing handicap

When an open comp at a club says ‘maximum playing handicap 18’, does that mean you can play if you’re a higher h’cap, but you’ll be treated as 18 h’cap for the purposes of the comp?

Or is it only open to those of 18 or below?

I've experienced both. Some Clubs use WHS 18 max. Some say if you're a higher handicap, you have to play off 18 + the slope.

As per @Yorkshire Hacker I've also seen both, although higher than 18 as the limit. Best to message the club concerned and clarify which they mean.

When I've seen it in place it usually says Max Handicap Allowance, so players with a higher handicap can enter and know they'll be limited to XX
