Is it true that if a hole is marked with white stakes as out of bounds that those stakes have to go the full length of the hole to the green.

no we have a hole that it stops halfway down.
This is normally used to protect players on an adjoining fairway.
To stop players taking shortcuts across doglegs etc.
 
Could a mod please move this out of bounds question from the out of bounds section to the section for out of bounds questions.

No.

However, if the OOB area ceases or starts part way along the course it is normal to place another white stake adjacent to the last in the line and at right angles to the line of the other stakes. This is to indicate the start/end of the margin in the direction of play and that the OOB margin now runs away from play.
