Whooah there, that's a bit extreme. You would definitely have to have a series of round table meetings first in order to discuss freely and frankly the aims and objectives of having a meeting about the possibility of drafting a memo.
There would then be a cooling off period of at least a fortnight in order to reflect on the points raised at said round table events.
At this point an action team will have to be forme.....
