Lead tape - is it still legal?

Always used to be but not something you hear much of these days - is it still ok to use or is it another thing thats gone by the way of the rules?

So long as you don't break the existing rules, it's fine.

If it came off during a round would that be classed as altering the playing characteristics of the club and so you couldn't use it?
