1 club length has never been the norm in the UK. In olden days it was 1 card length, subsequently 6".
CONGU has always been 6" for preferred lies anywhere.

Too many of your members have been watching Tour golf from the US.

I thought R & A we’re allowing 1 club length in bunkers under COVUD rules. I know CONGU is 6 inches but it has caused confusion

The R&A simply suggested 1 cl as an example.
The R&A has jurisdiction over the whole world outside the USA and Mexico. The conventions used for the PL distance varies from country to county and often from club to club, so the R&A haven't mandated a distanc. You notice the standard local rule in the Rules of Golf for Preferred Lies does not specify a distance.
CONGU has simply said that the Preferred Lies Rule for outside and in bunkers should be consistent in the CONGU area (ie 6"
I hope you club manager know which jurisdiction you are in and has published the correct local rule.
Playing with two different distances is confusing.
