Late Starter Scratch Players

No, not unless they have nothing else to do other than play golf, then there's the matter of maintaining it !!
 
I was 40 when I started playing again after 5 years of not picking a golf club up. This year was my 2nd summer of golf since starting again and i've dropped to 3 h/c. I started again with a 12 after bunging 3 cards in that were pretty ropey tbh.

i practised to start with but this year i've hardly spent much time hitting balls apart from spending a few hours chipping round the greens early doors (april-june). I believe if you've got good natural talent and a willingness to practise your short game with good techniques then anything is possible. It's what you do with those 6 inches between your ears that counts more when you're down to cat1 golf.

Yes , it's hard to lose shots the lower you get but by then you should be regularly shooting under par for fun.
 
I read something on the EGU website today.

There are over 750,000 amateur golfers in the UK of which just under 1000 have a handicap of scratch or better.

It's in the "player's handbook" and I was slightly wrong. It's just England and not UK. Here's a larger snippet:

the potential to improve, handicap attainment and previous squad commitment and
development. With over ¾ of a million golfers in England, nearly 1,000 of which now hold
handicaps of scratch or lower, an invitation to Woodhall Spa to take part in a coaching
session is an achievement in itself.
