No, not unless they have nothing else to do other than play golf, then there's the matter of maintaining it !!
Homer,what's a BB&O??
Must be code for wrinkleys golf if he's represented his country off that handicap.
BB&O is our county (Berks Bucks and Oxon). Malcom Reid is the county captain and a member of Ascot playing off +1

Wow, good luck with that. Do you mind telling what age you are and whether you have established a hcp already?
I wanted to drop from 11 to single figures this year. Couldn't even get that right and now off 12 instead. Knob!
I read something on the EGU website today.
There are over 750,000 amateur golfers in the UK of which just under 1000 have a handicap of scratch or better.
Where abouts did it say that on the site?

It's in the "player's handbook" and I was slightly wrong. It's just England and not UK. Here's a larger snippet:

Players and Selection
There are over 60 promising amateur players on the EGU’s National Squad Coaching
Programme, ranging from the experienced members of the England Squad through to the
talented young hopefuls on the Under 16 Squad.
As with England teams, squads are selected on the basis of results and rankings but also on
the potential to improve, handicap attainment and previous squad commitment and
development. With over ¾ of a million golfers in England, nearly 1,000 of which now hold
handicaps of scratch or lower, an invitation to Woodhall Spa to take part in a coaching
session is an achievement in itself.
