Can anybody clarify for me:

Our greens staff have been flailing the grass and not cleared the cuttings. The cuttings have been left in large lines similar to when you bale hay.They have been left at the edge of the 1st cut where it meets the actual rough.

As these are not actually piled at the side of the hole away from the areas usually played do they still class as abnormal ground condition or are they classed as through the green and in play?

If they are not going to be removed then they are loose impediments - if they ware going to be removed they are GUR.

The committee should make it clear what they are if there's any doubt.
 
Cheers for clarifying. How does it work if my balls goes in it but is buried? Some of the piles are 5inches deep. Be nice to know the procedure as its comp day tomorrow

They will be raked up and removed, but the greens staff for some reason do not rake them at the time of flailing. They flail all round the course, then rake into piles a few days later, then remove the piles after that.
 
I mean if I can find it, sorry. I know I can remove stuff from on top to identify it, but do I need to replace that cuttings, can I remove more,. Do I need to mark my ball
As they will be removed the piles are GUR. Simply dig the ball out, don't worry about moving the grass (or the ball). You don't have to mark the ball but it may help to determine the nearest point of relief.
It is just normal GUR relief. Rule 25-1b(i)

I understood the post to be about grass residue left behind after a cutting session rather than grass being stored to be taken away
