Played today and it was blowing a gale at times. I had a putt today from about 15 ft uphill with the wind blowing in my face. A PP said to me " I will take the flag out coz it is leaning a lot towards you and may well keep the ball out". It was. But I thought, I wonder if there is a penalty there for " giving advice".
Thoughts please me dears. 👍
 
I'll stand being corrected, but I think its not advice.

As you phrased it, it all sounds factual or matters of public knowledge. ie, flag is leaning towards you - a fact. It may keep the ball out - also a fact. So not advice?
 
IMO it represents advice.
The rules give you a choice, not only is the player here recommending which you should take but is even explaining why it's an advantage to you to proceed in this way.
Had he simply asked, or pointed out that you have a choice, then that would be fine.

18 holes with Jacko explaining the reason why attending the flag isn't necessary would seem to be an appropriate penalty...but the actual penalty for 10.2 is just the boring standard general penalty
