Also, if you're concerned over how neighbours may react then involve them in the project at an early stage. Let them know what you would like to do and give them an opportunity to comment. You may not like the comments but better to address them amicably now rather than them receiving notice from the planners (withiut them having knowledge of the plans) and them having the arse.
 
get a good architect on board,they will sort out you planning issues and if like the one i used had a book full of top trades men who gave me quotes,lets face it the last thing you need is problems with the building inspector.
 
As a retired QS I go along with Warburs's advice. Get an architect/building surveyor to do drawings and specification. When work starts DO NOT MAKE ALTERATIONS they usually increase the build time and cost.
I always told clients this but they never took a blind bit of notice!
 
Hidden costs... if you need foundations piling ££££

I built my own two storey ext 5 yrs ago, was going to be rear and side (large), house built on limestone but this fell away at the side and was quoted £16k for piling and foundations so scrapped that plan and just built onto rear.
 
Be prepared for the un-expected....

Building regs insisted we re-fitted our kitchen door [which had been removed 20+ years previously]... Plus we had to fit 'hard wired' interconnected smoke and heat alarms... Also had to take down a perfectly sound ceiling to bring insulation up to 'modern' standards... Nothing to say of expense of replacing light fittings to low energy type [replacing bulbs was not sufficient]... Plus all sorts of other 'petty' regulations that needed to be met!
