All scores acceptable for handicap purposes affect the PCC.

A player that records NR for every hole will have 18 nett double bogeys as their score.

Players should not be NRing every hole and recording the actual scores where they have played the hole and completed it, they should also put Not Started for any hole they did not start and not NR. In this way the PCC may be affected less (as well as a players score for handicap purposes).

2.2 Minimum Number of Holes Played for Score to be Acceptable
2.2a For an 18-hole Score

For an 18-hole score to be acceptable for handicap purposes, a minimum of 10
holes must be played.
2.2b For a 9-hole Score
For a 9-hole score to be acceptable for handicap purposes, all 9 holes must be
played. If a player has not played at least 9 holes, the score is not acceptable for
handicap purposes.
A hole is considered to have been played if it has been started.

Yes. When a zero is entered there is a pop-up to select whether the hole was started or not. There are a very limited number of valid reasons for not starting a hole.

PCC uses (almost) all scores that have been submitted for handicapping. Scores consisting of 18 NRs, or a string of NRs after the first due to giving up on the round, are not acceptable and should not have been submitted - committees should be taking steps to prevent this from happening. However, if such scores do get submitted, PCC will use them.
