ok if our course doesnt have a local rule in place for DMDs, can they be used in a county league home game?

depends on the County viewpoint on them. It'll be their rules for their comp surely

as DCB points out it will be the committees responsibility, which in this case passes to the county, to establish CoC and LRs

For my county the rule is that DMDs are allowable only if the course hosting the match has the local rule to permit them.
