Balls moving from standstill on green - should medal comp be R0?

As above. Played a medal today and wind was horrendous.

Is there anything in congu manual that says that a 0.1 increase shouldn't be applied?

Heard a few people saying that their ball moved on the green and one of mine almost at a standstill speeding up and blowing off the green.

Diffiicult conditions would only lead to Reductions Only if they resulted in the competition being abandoned or the CSS triggering it:

There are only two situations within the UHS when handicaps can be reduced but not increased. These are:
- a competition where application of the CSS calculation determines that the competition is Reduction Only (R/O). See clause 18.4; and

- when a competition has been abandoned for a valid reason, reductions of handicap are made on the basis that the CSS is equal to the SSS. See clause 18.7.

How did the CSS match up with the SSS?
 
Thanks for replies.

System is saying CSS estimate is 75 RO, but for a while today it dropped to 75. The comp will probably be closed on Monday.
There is one score of net 70 (amazing in those conditions) and one net 74 after that they shoot up.

SSS is 72 (par 71).

I know that a professional event would not start or play would be suspended if this was the case.

If conditions such as the wind get bad enough to make nonsense of the game (and that shows up particularly by stationary balls being blown around) you could suspend the competition if they were likely to improve or abandon it if there was no chance of improvement.. But that has to happen at the time. In my opinion, you can't cancel the competition retrospectively if that's what you had in mind! If the conditions were bad enough to affect scores significantly, the CSS will do its work to make it Reductions Only.

That's what your committee is for. Why didn't the suspend or abandon it at the time?
 
No sure why it wasn't written off.
Scoring has ended up RO so no harm done.

This has happened before and will happen again so just wanted to know more about how it should be handled.

It can't be 'written off' after the event has been closed. It could have be abandoned or suspended during play. But as been suggested RO is all about unusually poor conditions. It rewards the players that can cope but doesn't penalise those that can't.
