But how many telephone calls do you think the queen actual initiates herself when calling to any recpetion desk or non-named individual?

I'd guess a grand total of... none!

What do you do?

You have precisely 1.0 seconds to make a decision - you can't keep the Queen waiting after all.

To my mind it's reasonable to expect that people won't make a hoax call pretending to be the Queen.........
or is this something that happens regularly...
 
My take on this is yes, I agree that they could not have foreseen the ultimate result of their actions, however to even carry out the 'prank' in the first place I feel was unforgivable. Hospital staff are exposed every day to stressful situations, who knows what the person that they were to speak with will have just been dealing with, especially through a night shift. Yes, I accept that they did not anticipate getting through as they did, but once they realised that they were going through to ward staff they should have stopped the call then.

Many people have been faced with legal charges as a result of the outcome of their actions whether intended or not. Only a full enquiry will go towards understanding the full picture and if charges need to be brought upon anyone involved. I'm inclined to agree that it seems rather strange that this incident alone would be the sole cause of the tragic result.

Back to my point, initial one second reaction is no its not the queen, she'd never make this type of call
(same as god never having to prove he exists, the true queen would never make the call)
