Adjustments of less than 1.0 are not permitted but above that decimals are ok.

As it's a quickie.......From memory it's at least one whole shot but after that it could be decimal. So, say 12.7 to 11.0 would be OK, to 12.0 wouldn't. Sure someone will confirm (or otherwise!) if you wait a while.

I meant does this mean Gary is now Cat I as he was off 6 ish recently

No, not me Bob. I was just browsing handicaps of people I knew and thought annual review cuts had to be whole numbers, but glad to be shown to be wrong.

I'm biding my time for Cat1

Not strictly true. Adjustment of any player can be made but Cat1 (or Cat2 going to Cat1) must be authorised by the county union. In practice the clubs view will almost always be so authorised as they are best placed to judge. Any such adjustment would still be recorded at Annual Review Adjustment. (Same for Gen Play).

Not quite. As mentioned in the post above this, the appropriate Area Authority may authorise a recommendation by the club but the club cannot do it unilaterally.
