Would I be right in thinking a plus handicapper loses his 1st shot on hole index 18?
Yes. In a normal stableford event, a +1 handicapper would have to birdie SI 18 to score 2 points.
But we are talking a Strokeplay Texas Scramble here, where the handicap adjustment is performed at the end to the gross score for the full round.

When playing stableford, yes. I would not call it "loses a shot" - I think "adds a shot" is more appropriate.

Normally, a +1 handicapper adds a shot to his gross score for 18 holes to obtain his net score.
