During a discussion about 9 hole competitions, it was suggested that cat 1 players are not able to play these for handicap purposes....

After a bit of debate we couldn't find anything to corroborate that and thought that perhaps there had been some confusion with supplementary cards which we can't use.

Anyone know anything about this? It seems counterproductive at a time when 9 hole comps are being promoted since barring cat 1s would devalue them as not being "proper" comps.

I have seen nothing that would suggest that Cat 1 players are not eligible to compete in 9-hole qualifiers in the same way as any other player. I suspect, as you suggest, that this is being confused with the restrictions on Cat 1 players submitting supplementaries.

Just found in the CONGU manual the statement that 9-hole qualifiers are open to all handicap categories.
 
Cat 1's could enter but not qualify and Cat 2's could not move to Cat 1 in the CONGU Manual 2012-2015.

In the 2016-2018 Manual that has been removed and all Categories can now enter and use 9 hole comp as qualifier.
