I don’t think salfordlad is saying you can play one ball, and decide later whether or not a penalty applies. Could be wrong though.

With respect to last para, then I don’t think you can do this. When you take a drop you must state whether you’re taking free relief or unplayable. If you want to hedge your bets then you have to play two balls.

IMO system should be expanded to include recording of all formal match play results, so that that evidence is accessible to handicap committees.
I think there has been an increase in people keeping their handicaps high in order to have better chance in club, and even more so, inter club comps...
It isn’t inherently limited to new golfers. If others were to demonstrate similar significant discrepancy between handicap and current playing ability then they could be reviewed too. The reviews are fully in keeping with the rules.
The system includes allowance for manual adjustments, not sure why why the clear need for one should be ignored. In the cases I’m talking about, the adjustment is welcomed. In most cases, players don’t want to win prizes playing off a clearly wrong handicap.
Where a new golfer has clearly and consistently demonstrated a better ability than current handicap then would be unfair not to review and adjust accordingly.
We don’t ply a rated course between mid Oct and end of March. Parkland course, we play off mats throughout (or move to side). Often can’t differentiate fairway and rough.
Works fine, everyone enjoys their winter golf. No problem from handicap point of view, not difficult to identify a few...
It was, I watched the last hour again. What an amazing datpy it was. As a huge Rory fan the original watch was incredibly tense. Still think he was a bit unlucky with that original wedge to 18 - just seemed to drift right.

Sounds like your experts have considered the possibility that someone has a program that uses an API to book a time ( as opposed to using the app or web front end). My assumption is that the automation is via the front end, ie automating the app navigation and data entry. Is that not correct?
What if they had never submitted a GP score, and then submitted a 9 hole score the day before, to force their best score off and get another shot in the match to come.
It’s clearly manipulation. But not enough for committee to rule it out?
I suggested that we adopt it but ret of committee didn’t want it. Same with suggestion I learnt off here to define returning card as leaving the club (to get round the ‘I’ve just put my card in the box but I didn’t sign it’ problem).
But everyone moans when people get DQed for card bureaucracy.
In this day and age it should be trivial to set up polls and such like to get much more accurate feedback from clubs than the hierarchy you’ve presented here.
