I can't say with absolute certainty he knew but as a visitor he should have checked in and staff would have made him aware. Also it was clearly stated on the noticeboard next to reception.
Even if he didn't, it was a full fee sheet on Saturday morning and he must surely have noticed everyone...
Reported to shop staff as he played his 3rd hole!
Told to get off the course pronto - but allowed to continue once his trolley was stowed in his boot.
I would have sent him packing personally.

No individual can be the arbiter of what constitutes "slow" play. Everyone will have their own subjective opinion.
It should be down for each course to set an acceptable speed of play criteria based on the course's playing characteristics, historical information and common sense.

My clubs have just arrived.
The 4 clubs "like new" are brand spankers - never hit a ball.
The other "very good" hybrid has 2 very minor scratches on the shaft - other than that - brand new - never hit a ball.

Never played ToC on a video game or simulator. Never been to St. Andrews. My opinion of the course is based solely
on television coverage. And I'm with Bamberdele on thinking it looks nothing special.
