In my opinion there is a world of difference in accidentally picking up a penalty through the normal course of play - going ob, unplayable lie, accidentally moving your ball etc and what Mickelson did.
He cheated. Made a conscious decision to do it.

I use an Apple Watch with the Hole19 app. You do need to have an iPhone in your bag so not a cheap option unless you already have the kit. Gives me front/middle/back yardages and keeps score
