Correct - in theory.
However there is no empty running into the UK as space is usually full. But as we export a lot less than we import, the vehicles have to get back to the continent to reload. This is often done empty and so any rate is better than no rate to get back over the water hence...
We find the same in our industry.
As a country we import far more than we export, hauliers charge extra for the import to cover the empty running while returning to Europe, hence export is cheaper due to there being an excess of empty space.
Supply and demand unfortunately.
What makes The SNP think they would be welcomed into the EU? Surely the EU isn't going to want another Greece on its books that Germany has to bank roll?!?!?
And would Scotland accept the Euro? EU rules states new member states must also join the currency union......
Interesting questions...

The ams turning pro are generally only doing well off +3/4/5.
I see +1/2/3 as a very good county level am.
Age dependant I think of course too.
I think it's also relevant to the level you currently play at.
For example if you are off 28 you probably see 18 as a good golfer as they "only" get 1 shot per hole.
I currently play off 3, according to some I would be classed as excellent, however I see a good golfer as some off scratch...
In Wiltshire the cards are free.
Only downside to CC is only accepted a lot of places during the week.
It's also here, I believe, half the day rate. Some places have advised better off playing using one of their offers at the time rather than CC. But nice to have 1.
Yep, personally love it. Oldies who play a lot during the week have done everything possible (unsuccessfully) to have it turned off.
Horses for courses I guess
Really enjoyed it when I played it a couple of years ago. If playing off the backs, take lots of balls. Lots of water in play. Off the forward tees the water is less in play.
