Reaching a final is evidence of better play than your opponent on a particular day. Not always good play and probably very rarely...

As, presumably, one has reached then played the final off a correct handicap, I can't see any justification for getting a cut? Certainly...

He was correct. If a ball, in play, is in the teing area you can move it, and tee it, anywhere in the teeing area ( 6.2b(6) )
