Nothing 100% accurate, but my rule of thumb is as follows
If it's because I'm rubbish at the game (eg. unplayable, penalty area) then it's 1 stroke.
If I do something stupid to my ball ( eg. pick it up without marking its position, cleaning when not allowed ) it's one stroke.

I don't think anyone's talking about reduced membership fees. It's more a discussion of when can you play in Seniors' events. At my club, there are no discounts for seniors.

WIth regard to the first two questions, ostensibly the answer is England Golf (in England anyway - I have no knowledge of how the other UK nations operate).
How they do it is - or indeed whether they do it - is another question entirely and of which I have no answer
I have emboldened the text that is relevant. Perhaps players aren't failing to post scores for the purpose of gaining an unfair advantage. Therefore this doesn't apply.
