At RCP on Tuesday I picked up a two shot penalty for playing my tee shot to the right of the tee markers and no one in the group noticed til after the shot had been played.

Would it have been classed as advice to tell me before playing shot as obviously it would have directly influenced my score but equally would have just been stating a fact?
 
Not only is it ok to tell another player he is about to breach a rule, it is normal courtesy. Information about the rules, including that kind of warning, is not advice in terms of Rule 8-1.

Suggest you look up the definition of 'Advice' in the Rules book. Basically asking for or giving information about the rules or matters of public information (e.g. distance to the hole) is not advice. :)
