Winter course matchplay rules

Don't post that often as I'm away a lot so the golfing is sporadic, do like to read the forum though, gives a little fix when I can't get on the course. Anyway, would appreciate your thoughts on following situation. Played a matchplay game yesterday at my home course, chap I was playing against was a 25 hcp so it being full handicap I gave him 17 shots. I turn up for the game and find its winter greens and winter tees, some even in front of the yellows. This makes the course about 1300 yards shorter than full medal course. We played a decent game but he wins with a nett eagle on the 17th, I was level par for the 17 holes (quite a few nearly drivable par 4's). Get to the clubhouse and a couple of the local worthies say that it's 3/4 or 1/2 hcp difference on winter course. No committee there to discuss it with but my opponent clarified before the match with the pro as to the rules for the game. I told my opponent that as I agreed with the rules before the match the result stands, I've no problem with that. I have another match this weekend against another higher hcp'er so will look to clarify beforehand. Just wondered if there was any R&A stance on this or is it local rules apply.
 
not sure on comp play but all our winter stuff is off 3/4 even off the yellow, let alone a shorter winter course, prob half.

by the way if you are off 7 you should have given 18 shots;)
 
our stroke index 1 is reduced by about 80 yards when temps are in use, if I am playing against one of our high handicappers I have to give 2 shots.

I am trying my best to get all my matches played before we start getting put on temps.

Nothing to do with the R&A should be part of the winter league competition rules.
