Which is more impressive?

59 for 18?

minus 9 for 11 holes (ME one time at band camp everything worked but it got dark, never been even remotely close to this since, no idea what happened!)

latter - any and every day - no contest IMO - though 28 for 9 is pretty darned good going

Assuming a "normal" par course, I'd say a 59, as the pressure will grow and grow as you get nearer the end, making finishing off the round that bit more difficult.

I am in the 59 camp, the best one I can recall being David Duval making an Eagle for a 59

I have had a 28 out [9].....8 under and a 60 [18]...... 9 under......... Scratch of course

The 28 was more impressive as it was on a much tougher course.
