When NPR is not NPR

Played an away match today , noticed a strange local rule .


The course has areas railed off for sheep (common land) they are NOT oob ,


If your ball comes to rest near the wire you are allowed relief under 24/2 .. all good so far , until I noticed you must take relief on the side of the wire the ball is on ..


So imagine this . RH golfer hits ball down the right hand side , and just rolls through the wire .. the NPR is back the fairway side but the LR says you must take relief on the side of the wire your ball is on , so NPR is nowhere near the NEAREST point of relief . can a local rule over ride a rule of golf in this way ?

If I've understood the situation correctly, then this is OK. Note 3 to rule 24-2 (Immovable Obstructions) says

Note 3: The Committee may make a Local Rule stating that the player must determine the nearest point of relief without crossing over, through or under the obstruction.

Is that what has happened here?

Hi Pogle I just noticed this myself yesterday & came on to clarify ,

Note 3 is exactly what it is , many thanks for your reply

Its additions or notes to rules like this that confuse people , I always thought there was only 1 NPR I reckon if the committee are going to introduce a rule like this they should mention the note to the rule they quote ..
