What is the point of the LGU?

The proposed merger between the EGU and the EWGA to form England Golf, is a long-overdue partly-beneficial move in my opinion, but why is there a need for the LGU?
I say partly-beneficial because strangely, according to section 2.2 of the merger proposal, a County can't be made to merge its Men's Union and its Ladies Association.
I've created two topics here, so back to my main point - what is the point of the LGU when the women are governed by England Golf?
 
Have you not answered this yourself, by stating that a county cannot be forced to join ladies and mens branches therefore the ladies still need a governing body at county level?

No, I don't think I have answered my own question.
Every County has County Unions for Men, under the auspices of the EGU, and Ladies Associations, under the EWGA, in place already. The merger proposal states that it's not mandatory for a County to merge these bodies, rendering the merger meaningless at County level.
The LGU will remain an anchronistic and powerless body but still intact, and therefore, pointless.
