West gives £100 million for Russian nuke clean up

Just reading a story on the BBC site that the west has raised £100 million to pay towards the Russians cleaning up its nuclear waste in a sub base in the north of the country.
Now as a much as I agree it has to be cleaned up, why is the west contributing towards this. With the amount of Billionaires in Russia, a country that hosts Olympics, World cups and state sponsors drug taking in sports. How can it not find £100 million for this.

Because the West are seriously concerned about this waste finding its way, probably via some enterprising billionaire, into the hands of people who would love to build a dirty nuclear weapon for use against the west. Presumably the west hope to exercise some control over where this stuff goes by paying for the work.

We may not like it but better to control that stuff than let it get out into the open world either through nasty people or by it leaking out of a second rate dump.
