Using 3/4's for 4BBB Comps

Bit of help please, I've searched and can't find the answer.
Can a Club run a 4BBB Comp of 3/4's Handicap either as an Open or for members only?
I thought it was mandatory for 90% as at 2016

We have a couple of comps 1 is Single matchplay and the rules of the comp (which has been going for 20+ years) state it is 50% difference between players.

The doubles has always been 3/4's.

Some members were asking if we had to change the rules or can we do what we like?
 
The allowances specified by CONGU are compulsory.
The ultimate sanction would be suspension from the facility to use the system. ie all members would lose their handicaps.

Appendix F of the CONGU Manual

Affiliated Clubs must use the following handicap allowances for the undernoted forms of competition
when played as handicap events .............

50% wow ,i bet that format was worked out by a very low h/capper.
