What happens at your Club if, because of ground conditions, the fairways can't be cut so are not clearly defined??
Does your Club ever allow 'Pick, Clean & Place' in all areas other than hazards??

I'd have thought it unlikely the 1st cut/rough will have been cut either so fairway should still be defined & the shorter of the two

They are working to prove the course so Maybe in a few more years the fairway grass will be strong enough stay defined.... in the meanwhile is a bit of a problem. Which is worse... folk preffering when it touch and go wether it's on fairway OR .... preferring Everywhere in semi & rough?

Our winter course is short with temp tees (mats) so no question of playing qualifying comps between about Nov and mid March....so yes, we play lift/clean/place through the green all winter.

Previously we have played lift/clean/place on closely mown and lift/clean/drop in the rough.....which in my opinion is fairer as it still rewards straight hitting but the powers that be changed this last year. Differentiating the fairway isn't really a problem even if they are long tbh.

More or less yes it does, our course is known as mud wood which is a bit of exaggeration but if you do get a high drive/shot, sometimes your next shot looks like your hitting a cream egg. So pick and clean seems to be the sensible thing to do.
 
We have winter rules from October-March. Pick and place on the fairways. Makes driving straight a premium to get the advantage. Not sure the wisdom of trying to mow a sodden fairway at the moment. Surely going to do more damage than good
