Uncertain if Original or Provisional Ball OOB

A player hits his drive towards and OOB fence on the right. Fearing his ball is either lost or OOB he declares and hits a provisional ball. Being a numpty he then realises both balls are marked the same.

He finds one ball in bounds and one OOB.

How does he proceed and what is he playing for his next shot?

I reckon he plays the in bounds ball as his provisional and is now hitting his 4th shot, assuming he cannot identify one from the other
