Just a quick one, was playing yesterday with two nice young ladies, joined them on the 4th.

On the 8th one went into the bunker, now to pick up the rake which was at the other end, she used her club to lift up the handle and in doing so touched the sand.

Her friend said that was a two stroke penalty, but I thought one stroke.

The talk in the club house was one stroke or even no penalty as she was neither playing a shot or testing the sand. (I still think one shot but have been known to be wrong)

The rake is a movable obstruction. There is no penalty for touching the sand in the process of removing an obstruction. See Rule 13-4 Exceptions para 1.
 
These days (since 2012), she could even have raked the footprints, some pillock had not smoothed, near where the rake was if it was for the sole purpose of caring for the course!
