Playing last weekend and I touched the ball with the putter face. It did move but not much. I declared it. What is the official line? Please

Replace the ball and 1 stroke penalty. Rule 18-2

Yes. If the ball moves but returns to its exact position before it moved, it hasn't moved ..... if you see what I mean.
