Time of Starting Rule 6.3

Had an Open Comp at our Club over the weekend 4BBB.

The Group were due to tee off at 11.10 One of the Group in the 4BBB was late over 5 minutes and the Group of 3 had taken their drives and were half way up the first hole.

The late player had permission from the Pro, the official starter that he could tee off despite being late. However one member of our Club said that he was late on the tee and could not play the hole.

The question is can the starter allow the player to tee off despite being late or must the guy start on the 2nd hole as it was a Stableford?
 
It was in order for the one player to start off on his own . His partner should not have been allowed to tee off at the first and join the game mid-hole: he could only join the game at the next tee. ((Rule 31-2)
 
That's right - the starter had no discretion as 31-2 is explicit:

An absent competitor may join his partner between holes, but not during play of a hole.
