Whoever is publishing the list will have their own criteria and normally state who is on the judging panels.
To be fair, the top 100's no matter who does them actually come out pretty similar. You might have one or two discrepancies.

for us its a panel of 25 golfers that includes Golf Monthly staff and a handpicked selection of readers who are all club golfers - handicaps range from scratch to 18 - that have extensive experience of playing courses all over the UK and further afield

A busy five weeks coming up as I am off to Northern France tomorrow (3 of the 4 courses look very good).
Home next week.
Away for the whole of the following week playing six lovely-looking courses in Yorkshire for a Golfers Guide and more website reviews.
Home the week after that but playing Rye (and the Bognor Regis Mixed Open).
Then away in West Wales playing R St David’s, Aberdovey, Borth & Ynyslas, Porthmadog & Aberystwyth.

I think the top100 website uses some form of amalgamation of multiple lists from around the world.

Have sampled Aberdovey and its cosy dormy house a few times now and would never tire of the back 9 at Portmadog. A bit further north Pwllheli and Abersoch are lesser known but charming courses in their own right.
Enjoy! Sounds like a great trip.
