Switching ball during play

In a comp yesterday my FC hit his ball into a water hazard.
When we approached we saw it on the far side in the water.
I had a ball retriever and walked along to the bridge to cross over and retrieve it for him.
Meanwhile FC had dropped and played another ball.

Is that permissible?

What if you didn't have a ball retriever? Would he have had to wade in to get his ball?
 
You need to look at the applicable rule (in this case 26 for water hazards) and it will tell you if a ball may be substituted when proceeding under it.
