If you picked up and swung with two clubs, like some people do when warming up midway through a round, would that be against the rules? Would it fall foul of 14-3? Or is it OK?

Nope. It is traditionally accepted use.

Use of artificial devices for the same purpose such as those weight donuts etc, during a round would fall foul.

quite amazed anyone would think it could. Is this you asking or did someone pull up a potential rule breach?

Friend asked me. I thought it would be ok, but as there is nothing I could find specific to that situation and he made me doubt the answer, as he said it's not traditionally accepted use to swing more than one club at a time, so could therefore fall foul.

Bizarrely, you can use a weighted training club, provided it is included in the maximum of 14 clubs rule and it otherwise conforms to the rules (i.e. no moulded training grips, etc). See Rule 14-3 and Decisions 4-4a/7 and 14-3/10

Although it isn't prohibited, it isn't specifically permitted because of 'traditional use' (eg winter tees). It is simply not unusual equipment nor unusual use of equipment.
