Hello,

I undertsand there is a new rule coming in which states that cat 1 players can no longer submit supplimentry cards. I have read the rule and just wanted someone to confirm whether this rule comes in the 1st March 2014 or 1st Jan 2014 ?

A player in Category 1 with a Non-Competition handicap on the 1st March may return up to a maximum of three Supplementary Scores to regain a Competition handicap.
 A player in Category 1with a Competition handicap on the 1st March may not return any Supplementary Scores until September 1st and then only as many as required up to a maximum of three, in order to retain a Competition handicap.
 
From what i have heard there are alot of plus handicappers out there that got that way by supplimentary cards so i think they wanted to stop this from happening.

Following feedback from Clubs and Counties, England Golf referred the issue of Supplementary Scores for Category 1 players to CONGU. Along with the other home unions it has been agreed that there will be a restriction placed on the use of Supplementary Scores by Category 1 players and any player attaining a Category 1 handicap.

I’m guessing they don’t want cat 1 golfers picking a good day in the summer and blitzing the course in order to keep their HC down more easily.

basically yes! they opened a door and too many people walked through for the wrong reasons.

at the elite level they already focus more on away/open scores and the world rankings take that further with the nature of the competition etc all included.

That's not quite how I read it LQ. Admittedly, the period from now until 31.12.13 is still "old rules" and the period from 1.1.14 to 28.2.14 is "new rules" but the latter period must allow a cat one player to retain/regain his/her "competition handicap".

Therefore, IMHO it means that a Cat 1 player can submit more supplementary cards (upto a total of three within the period from 1.1.13 to 28.2.14 (notice the years!) IF:-

1. he/she did not hold a competition handicap at 1.3.13 (i.e. he/she had not submitted sufficient cards during the previous year 2012) AND
2. he/she has not already submitted three qualifying scores (including supplementary scores) since that date in order to regain a "competition handicap"


As to why the change -- I suspect artificially low handicaps beeing managed out as supplementaries can't be submitted in summer.

I think I agree, but this looks a complicated way of presenting it.

I would go with a Cat 1 player being able to submit supplemental cards in the period from 1.1.14 to 28.2.14 until they have submitted a total of 3 Q score since 1.1.13.

I agree the principle remains that they are there to permit a Cat 1 player (and others) to retain/regain his/her "competition handicap" but would point out that such cards can be submitted in the summer for the purpose of regaining a C handicap, but agree it's no longer an option for retaining one (not quite the deliberate avoidance of summer conditions though - more the princlple that it's only into the second half of the period that such steps should become necessary!)
