Is there a formula for now this is worked out please?

A guy at our place submitted 3 cards Gross 84/88/89. Course Par 71. SSS71

Somebody said they take the 2 best 9's.

Does it make any difference if it is:
Preferred lies through the green or
Preferred lies in closely mown areas.

1) Any score over double bogey is reduced to double bogey.
2) The difference between the resultant lowest score and the SSS is used to determine the allocated handicap.
3) If PL through the green is in force the card cannot be used as one of the three.
4) If PL closely mown (within 6") is in force the card is acceptable. But only between 1 Oct and 30 Apr (unless the county has given permission).
5) The club may specify that more than 3 cards are required.
