Scenario;

monthly medal, Player A has met all the entrance criteria

The player withdraws mid round and N.R's, words are exchanged with the comp secretary.

when the results are published the player in question is Not on the results sheet even though other n.r's are shown as d.q

?

Was the card handed in ? If so then it should just be a NR

If its a card unreturned then its DQ

It's a DQ at our place if you walk in without very good reason. I think that's right IMO it ruins the day for others if you walk in just because you are playing badly, don't fancy the weather, like the company, etc

These sort of things are discretionary and will change from club to club.

I hobbled off injured after 5 holes on Friday so a NR on my card and my PPs card.
A pity as he was playing quite well, but unfortunately there was no one else about to take over marking his card.

HDID shows NRs and .1s for both of us.

But I'll ask on Monday if anything can be done to stop any of the .1s being added, mitigating circumstances [ injury] maybe ???.

I nr'd due to injury a couple of years ago, got a .1 added and spoke to Golf England who confirmed that the card should have been ignored and, eventually, the .1 was taken off

How can it be discretionary? The rules are the rules.....

Congu Decision 2(c)

?????????? doesn't exist.

It is now covered in the responsibilities of the Handicap Committee:

Note 1: Incomplete cards and ‘no returns’ have an effect on a player’s handicap. The Handicap Committee would be justified in:

(a) refusing to accept a card or record a ‘no return’ when the player has walked in after playing only a few holes;

(b) not issuing cards to players where there is obviously insufficient light for them to complete their round;

(c) giving sympathetic consideration to players who have had to discontinue play for any reason considered to be reasonable by the organising committee. Affiliated Clubs have the discretion under Clauses 23 and 24 of the UHS to deal with a player who persistently submits incomplete cards or makes ‘no returns’..

Discontinuing Play Due to Physical Problem

Q. During a round, a player is incapacitated by heat exhaustion, a bee sting or because he has been struck by a golf ball. The player reports his problem to the Committee and requests the Committee to allow him some time to recuperate. Should the Committee comply with the request?

A. The matter is up to the Committee. Rule 6-8a(iv) permits a player to discontinue play because of sudden illness and the player incurs no penalty if he reports to the Committee as soon as practicable and the Committee considers his reason satisfactory. It would seem reasonable for a Committee to allow a player ten or 15 minutes to recuperate from such a physical problem but ordinarily allowing more time than that would be inadvisable.

So shouldn't even incur an NR or .1, should merely show withdrawn if anything.
