Should .1 be added?

Playing yesterday in a medal my playing partner hit a full bloodied, duck hooked, shot into my electric trolley and shattered the wheel. As I have a dispensation to use an electric trolley all year round, I couldn't continue my round, and nursed the trolley back to my car and went home.

I signed my playing partners card to the point that I had accompanied him but forgot to collect my own, so, I emailed the Secretary to advise home of the matter, and ask that "due to exceptional circumstances" that the committee do not add a .1 to my handicap under the "sympathetic" rule per my (very) old CONGU book.

I haven't had a response yet but see my handicap has been increased by .1 on HDID

Any thoughts gents
 
What did you cite as the exceptional circumstance?

From what Chris has said, the exceptional circumstance is the collapse of his electric trolley and because he seems unfortunately not fit in some way to carry his clubs - as I infer from the reference to having a dispensation to use it all year round.
 
I would look sympathetically if you were anywhere near 'on target' at the point you discontinued

You can't expect to avoid 0.1 by simply parking your trolley in front of the 18th tee with only 17 points up to that point :whoo:

I turned to the back 9 with a poor score but have generally played the back 9 better, often level or one or two over so whilst par was probably unachievable, the buffer might not have been, but, the opportunity was denied me through no fault of my own.
 
From CONGU manual decisions:

Dec.2(c) Status of Incomplete Cards and ‘No Returns’

(a) All cards must be returned in Qualifying Competitions, whether complete or not.
(b) It is expected that every player who enters an 8 hole Qualifying Competition intends to complete the round.
(c) Since an incomplete card and a ‘No Return’ may have the effect of increasing a player’s handicap, the club would be justified in refusing to accept a card or record a No Return when the player has walked in after playing only a few holes.
(d) Cards should not be issued to players when there is obviously insufficient light for them to complete the round.
(e) Sympathetic consideration should be given to players who have had to discontinue play for any cause considered to be reasonable by the organising Committee.
(f ) Clauses 23 and 24 of the UHS give clubs the discretion to deal with players who persistently submit incomplete cards or make ‘No Returns’ if they consider they are attempting to “build a handicap”.

In other words his equipment broke in the normal course of play. Exceptional? No way.

Atticus - you are missing the point that it seems Chris is not able to carry his clubs and that his club has given him a dispensation. That was my inference anyway and would be the reason for giving sympathetic consideration to his request.

I wouldn't say that was true. My trolley was 30 yards off the target line and my FC pull hooked his ball big time, it hit my trolley and shattered parts of the wheel! So, it didn't break - it was broken. It wasn't my fault that I couldn't go on and therefore in my view the clause that Rosecott has highlighted is the one that I suggested to the Secretary should be used

How many Stableford points had you scored on the front 9? And what was CSS minus Par? (and SSS?)

I had shot an appalling gross 47 so a level par back 9 would have been in the buffer. CSS was 70, SSS 70, par 71. I still didn't get the chance to play the back 9 through no fault of my own, I can't see how the committee could assume that I would have gone up .1 anyway. The first 9 is always tougher for me, it was raining, I had plenty of bad luck! On the 10th I was sitting in the middle of the fairway on a par 5, green easily reachable in 2 = certain birdie :whistle:

As I posted earlier, if it's treated as a 9 hole round, you get 18 points applied for the back 9. If that gets you within Buffer, then I'd say no 0.1, otherwise +0.1.

It's only 0.1, so worth challenging, buy not worth disputing any decision imo. If you are not confident of 'getting it back' then +0.1 is probably correct! :whistle:
 
It can't count as a 9 hole round. There is no facility in the CONGU regulations for that.
However, as h'cap sec I would simply discount the round.
