Played with a guy tonight he lost 2 balls of the tee third hit the fair way why is the first lost ball 3 off the tee but only plus 1 for each other shot so a total of 5 shots off the tee always thought it was plus 2 for each lost ball

just the one shot penalty

the 2nd ball is the 3rd shot.. hence 3 off the tee

Your first shot is 1.
If it's lost or OB, 1 shot penalty then you play your 3rd shot, ie 3 off the tee.
If that is lost or OB, 1 shot penalty then you play your 5th shot from the tee.

Which is kind of what you said.
 
First shot counts. Add a penalty shot for a lost ball. Third shot is three off the tee. Third shot is lost so add another penalty shot so that is now four shots. Third ball off the tee is now the fifth shot for the scorecard.
 
It's easy enough to work out.

First shot off the tee = 1. Ball goes oob etc
Drop another ball = 2.
Hit ball off the tee = 3rd shot. Ball goes oob etc
Drop another ball = 4.
Hit ball off the tee = 5th shot. Ball in play
 
If you play from the wrong teeing ground in stroke play, the penalty is 2 strokes and you must replay your shot from the correct teeing ground. However it's still 3 off the tee because the original shot doesn't count. For lost or OOB balls it's a stroke and distance penalty. Your original shot counts, one penalty stroke and then your shot with the 2nd ball. Either way it's 3 off the tee.
