Sharing Clubs

In a pairs or team competition is it permissible to use a any of your partners clubs?

Off the top of my head - it is as long as you don't have more than 14 clubs between you....

I stand to be corrected though...

A player and his partner may share clubs providing they don't exceed 14 between them.
But a fellow team member playing in another group may not, regardless of the number they have each or between them.
