7-2. During Round
A player must not make a practice stroke during play of a hole.
Between the play of two holes a player must not make a practice stroke, except that he may practice putting or chipping on or near:
a. the putting green of the hole last played,
b. any practice putting green, or
c. the teeing ground of the next hole to be played in the round, provided a practice stroke is not made from a hazard and does not unduly delay play (Rule 6-7).

But there is a decision of golf saying that if the player in question is playing Taylor Mades, he shall be penalised, because TM players just deserve it.

Agreed. Although I can smell TM's next advertising campaign..."No Practice Necessary"
 
Out of interest, why do you see the pros only making practice puts (i.e. Having a go at the one they just missed) in match play tournaments and not stoke play. Can't dispute the rule for one moment, it just surprises me you don't see them having another go for practice if they miss one... or did I just miss it.

I'd imagine in stroke play they'd want to put the miss behind them and move on - and not to frustrate themselves either by holing it second time - or by missing it again.

Could be I guess, but then the same would go for match play wouldn't it? Or am I just crazy and this is just in my head...has anyone else noticed this, practice puts taken in match play but not stroke play? I would have thought I'd have see at least one pro practicing in stroke play... Although I guess it doesn't make great TV...
 
Sometimes they preclude practice between holes.

Another question I'd have is to query the difference between pitching and chipping as the quoted rule refers to putting and chipping not pitching.

Seem so, so mystery solved for me

Found this below, and somewhere that suggested the PGA tour do not allow practice between holes - part of rule 7-2 that allows this to be specified in the conditions of competition , same goes for European Tour I guess.

Note 2: The Committee may, in the conditions of a competition (Rule 33-1), prohibit:


(a) practice on or near the putting green of the hole last played, and
(b) rolling a ball on the putting green of the hole last played.
