They wouldnt have been put on the clock if the group didn't get out of position (which they didn't seem to from watching) - more to do with the speed of playing partners around the course (individual shot times on the greens were also incredible slow by most people).

His two pp obviously saved him then. It is wrong though that his painful play escapes sanction because of his pp playing sharply or others are equally painful. He was clearly taking an overly long time on every shot.
