The Scottish Government may give 'top up' benefit to Scottish recipients of tax credit to balance reductions as a result of Westminster cuts. (Child) Tax Credit will be subsumed into and superseded by Universal Credit. Will these 'top ups' be counted (by Westminster) as 'income' and therefore an individual's benefits under Universal Credit will be cut accordingly. I don't know.

The Chancellors office seem somewhat reluctant to reply to that question.

It is all pretty irrelevant anyway as John Swinney is bound to refuse the existing Scotland Bill as financially unacceptable to the Scots.
