While playing in a medal my partner practiced a few chips on the next tee while we waited for the game ahead to move on. One of a three-ball on an adjoining fairway came across to tell him that practice on the course is against the rules.

I thought that the exceptions in rule 7.2 allowed such practice as long as you are not holding up play. There is no local rule banning such practice.

Who is right?

I think you are right - this is an exception to the practice stroke rule and is set out below:

7-2 During Round

A player must not make a practice stroke during play of a hole.

Between the play of two holes a player must not make a practice stroke, except that he may practice putting or chipping on or near:

a. the putting green of the hole last played,
b. any practice putting green, or
c. the teeing ground of the next hole to be played in the round,

provided a practice stroke is not made from a hazard and does not unduly delay play (Rule 6-7).

Funny how some eejit who doesn't know the rules is always there at the time and willing to walk over and impart his lack of knowledge.
