Rule on yardage markers

Ok I assume the answer would be free relief but we had a situation the other day in our club championship where the refs don't know nothing about the rules. Anyway something happened on the 9th which one player weren't happy with so when another issue came up on the 11th he weren't to happy to agree that a ball should have relief and the ref said no to. Hat happened was a player teed off and the ball landed centre of the fairway on the 100 yard marker but they are only sprayed on and not a stone. Do you get relief even though it's not a stone? After one of the green staff said tht when the spray the yardage markers on the ground it kills the grass so really your not getting a proper lie as the course has been interfered with what do people think?
 
I'm aware you can get relief from fixed yardage markers if they interfere with your stance or swing as these are classed as immovable obstructions.

I'd have trouble agreeing that painted grass is an immovable obstruction and would be inclined to 'play it as it lies'.
 
Unless the committee designate these as GUR (which they are permitted to do) they do not constitute an Obstruction and no free relief is avaliable (24-2b/20)
 
Unless there is some local rule that says the yardage paint markers are GUR or something I can't see how you'd be entitled to relief
 
I had a similar situation recently where I landed square on a yellow line to stop trolleys getting near the green and it was really off putting playing off it

A.No. Such lines or marks are not obstructions.

However, the Committee may, by Local Rule, declare such areas to be ground under repair.
